Initially, de university conduct entrance examinations, but abolish dese for 1997 insyd. Dem initially deliver de classes through sam dedicated radio station, wey dem later expand den include sam television channel den internet classrooms.

Currently, de university be fully accredited distance learning institution recognized by de Taiwanese government. Edey offer sam comprehensive range of educational services wey eget annual enrollment of approximately 35,000 students.
